The "Soil and Groundwater Pollution Investigation and Verification Work Plan" of Taitung County Environmental Protection Bureau (hereinafter referred to as the Environmental Protection Bureau) is one of the important pollution prevention projects every year. The work goals for this year include: regular monitoring of soil and groundwater quality, Site inspection and control, pollution verification and improvement results verification operations, etc., to achieve the goal of sustainable use of land resources in Taitung County.
To this end, in order to continue to grasp the soil and groundwater pollution conditions within its jurisdiction, the Environmental Protection Agency entrusted Yushan Environmental Engineering Co., Ltd. (hereinafter referred to as the team) to implement the "108 Taitung County Soil and Groundwater Pollution Investigation and Verification Work Plan in 108" "(Hereinafter referred to as the plan), the overall work complies with the contract requirements, as shown in Table 1 for details. The implementation results of various tasks are summarized as follows:
I. Survey of soil quality
In the current year, there were 7 farmlands around the past animal husbandry industry that exceeded the monitoring standards (Rifeng Animal Husbandry Ranch, Tabiras Ranch, Yiyi Ranch, Fenglin Ranch, Lai Yongmei Ranch, Yongqingxiang Ranch, Fengyi Ranch) and 2 ( Qiugui Ranch and Taifu Ranch) track illegal farmland around the discharge of wastewater. The survey results showed that the heavy metals copper and zinc in the soil around the farmland around Fengyi Ranch (No. 71, Shemagan Section, Taitung City) exceeded the monitoring standards for edible crop farmland and the control standards for edible crop farmland. , The other 8 livestock pastures meet the farmland monitoring standards for food crops.
Investigation of groundwater quality
This year, the sampling and detection of groundwater during the high and low water periods have been completed, and a total of 11 times have been completed. Monitoring results The manganese concentration measured in V00115 monitoring well (Changxin gas station) and the iron concentration in V00113 monitoring well (Zhihang gas station) exceeded the second category of groundwater pollution monitoring standards. Under normal circumstances, the amount of iron and manganese in groundwater is relatively low. Most of them come from the stratum, and iron and manganese are one of the components of rocks and soils, so the research and judgment are related to geological factors. The V00114 monitoring well (Jian'an Gas Station) measured that the concentrations of manganese, total dissolved solids, ammonia nitrogen, and sulfate exceeded The second type of groundwater pollution monitoring standards is related to geological factors and pollution caused by human activities or animal waste.
Third, the monitoring well maintenance work
A total of 33 monitoring wells, including 8 regional and 25 site-based, have completed 66 internal function inspections, appearance inspections, maintenance and repair operations this year, and have completed the first and second half inspection results. For well repair and maintenance operations, the team ’s planning list was approved by the Environmental Protection Agency, and 5 wells were repaired in accordance with the inspection appearance, including the cement platform of Chishang MW2 (V00031) and the cement platform of Renai Primary School (V00009). Skewed, Luye Township Office (V00059 and V00060) was covered with asphalt, and protective sleeve bolts, manhole covers and well locks of the huge resource recovery site (V00033) were lost.
In addition, 4 well conditions assessments were completed, including Ludao Thermal Power Plant-1 (V00064), Ludao Thermal Power Plant-2 (V00065), Ludao Thermal Power Plant-3 (V00066), and 400 sites in the Xia'annan Section (V00091), and perform in-well maintenance based on the results of well condition assessment, including in-well photography, micro-water tests, and recompletion. In addition, Chikegami MW3 (V00032) has been continuously monitored for more than two years, all of which have not exceeded the control standards, and the setting position is at the corner of the intersection, which is easily destroyed by large vehicles when turning. Therefore, the waste well operation was completed this year.
4. Underground storage tank pollution potential inspection, online declaration inspection and on-site inspection and inspection
At present, there are 56 gas stations in Taitung County. Three online declaration checks have been completed. The completeness rate is 100% in the third quarter of 107, the completeness rate is 98.21% in the first quarter of 108, and the second quarter of 108 is complete. The rate is 100%. In the first quarter of 108, due to the debt problem, the person in charge of the Daifuoka gas station has disappeared. The property under his name was completely sealed up by the creditor to the court. Therefore, the declaration was not completed. Ji assisted Dafugang gas station in applying for suspension of business, and confirmed that the underground storage tank system had no oil storage, and was exempted from monitoring and declaration. Based on the results of the soil oil and gas tracking results of the Shanhaiguan gas station in the year 107, the third and fourth oil and gas testing operations were carried out in the year 107. The test results were lower than the warning value of the regulations. Therefore, it is not necessary to continue investigation and verification.
Five, soil and groundwater inspection or verification
The verification operations completed this year include Sanxiantai gas station, Dongping gas station, Ruifeng gas station, Fengli gas station, Fengle Industrial Zone, and farmland around Fengyi Ranch (Room 71, Shemagan Section, Taitung City, Taitung County) No. 1117, Banjiu Section, Beinan Township, Taitung County, Qizhi Ranch (No. 793, Turtle Dove Section, Beinan Township, Taitung County), and Wang Xiangyu Ranch (317, Xinfu Section, Guanshan Township, Taitung County) Comply with food crop farmland control standards, soil and groundwater pollution control standards; verification operations include a total of 2 Jinlun gas stations, Green Island thermal power plants, and the test results meet the soil and groundwater pollution control standards.
6. Handle regulations, education and training meetings, and press releases
A total of 2 regulatory briefings, 2 external education campaigns, 2 internal education trainings, and 8 school campaigns were completed during the year, and 700 promotional materials, 500 promotional texts, and 400 storybooks were produced at the conference. Issued, and 5 press releases were issued to expand the level of advocacy.
Database update
Based on the implementation results and within 30 days after the end of the work project, the team has imported the monitoring well maintenance results, water quality test results, and gas station check results into the Environmental and Environmental Protection Agency's soil and groundwater information management system.
8. People's Responsiveness, Emergency Response, Verification and Temporary Cases
Emergency response work has been completed 2 times, with a total implementation cost of 222,750 yuan, including the addition of a standard monitoring well (V00122) at Sanxiantai Gas Station and the verification and verification of the site of Green Island Thermal Power Plant by 3 points (the additional point is A11 , A01 and A03).
Nine, assist in the management of site management
For the improvement sites in Taitung County where pollution occurs, a monthly inspection is performed to ensure that the pollution does not spread. There are 3 Jinlun gas stations, Ludao Thermal Power Plant and Ludao Gas Station. The station has completed the improvement target decommissioning on July 26, 108, and the Green Island Thermal Power Plant also reported to the Environmental Protection Agency on November 19, 108 to lift the remediation site. At present, there is only one remediation site in the county- Ludao Fishing Port gas station, the job applicants submitted soil and groundwater pollution remediation plan. At this stage, the inspections from January to December have been completed, and the work of uploading records to the SGM system has been completed for the reference of the Environmental Protection Agency.
X. Assist agencies to handle the performance evaluation of soil and groundwater pollution control operations
The EPA's online performance evaluation indicators are classified into three major items, including "subsidy plan management", "pollution site management" and "administrative cooperation and advocacy". At this stage, the system evaluation score is 92 points. "Administrative cooperation and advocacy" is not included in the score. The team expects to get 99 points this year.

The team has completed the selected commitments, including plant analysis and river soil survey. The results of plant analysis show that the concentration of heavy metals in each sampled fruit is Shakya (0.8ppm copper and 0.82ppm zinc), and orange (copper 0.28) ppm and zinc 0.27ppm) and lemon (copper 0.32ppm and zinc 0.64ppm), because there are no relevant specifications in the "Sanitary Standards for Contaminants and Toxins in Food" set by the Food and Drug Administration, the analysis results are for reference by the Environmental Protection Agency; Hechuan Soil lead concentrations were lower than the soil pollution control standards.
